Fan Xian is quickly summoned by the head of the 6th division to help protect Chen Ping Ping. While trying to escape, Fan Xian catches sight of a prisoner, Xiao En, who fought with Chen Ping Ping and caused him to lose the use of his legs. Protecting Chen Ping Ping was a ruse to root out the Inspection and Control Bureau spies and test Fan Xian’s loyalty. He is designated as the next Head when Chen Ping ping steps down.
