both are based on the same real life hwaseong serial murder case, but they explore different phases and perspectives of the story.

The description of The Scarecrow is basically the plot line of Dead End. Since TS hasn't aired yet, I can't say how similar they actually would be - but if the summary respects the drama storyline... they'll be very much alike.
