Toru Kitami, a former employee at a large company, blows the whistle on unsafe practices at a manufacturing plant, leading to the loss of his colleagues' jobs and the end of his marriage. Depressed, he returns to his hometown and takes a part-time job at the local ward office. There, he uncovers the mayor’s corrupt activities. One day, Toru is tasked with addressing the hoarding of Kumasawa Kayoko, whose house is in disarray. While trying to help, he meets his first love, Asao Yoko, now a single mother.
