Hong Kong was a corrupt society during the early 1970s. To fight against the corruption situation, Governor Maclehose instructed Sir Blair Kerr to investigate. Sergeant Wong was brought in, and after much effort, he gathered enough evidence against Luk. However, the investigators and witnesses were attacked on their way to court. With this, Governor Maclehose approved the establishment of "ICAC" and Wong was assigned to investigate against corruption and bring Luk and his group to justice. Edit Translation
