I just started reading the book and I do wonder about those concubines. I'm only on chapter one and DZ and WT are arguing because he wants to petition to the Emperor to get two girls(under 15) that SM supposedly took by force, returned to their family....and DZ points out that SM has many concubines and that in 10+ years he's produced no children and that many of the concubines have left him or been given to others, and he's made no attempt to retrieve any of the ones that left him.....Telling him to investigate more before quickly believing that SM took the girls by force.... to me its implying that he probably isn't bedding these women or acknowledging them at all. IDK...maybe more is said about it later.
