Why is this drama in incest drama list?  (A Thousand Kisses)

 The main female leads are sisters and the main male leads are cousins but i'm not sure if they are really cousins or not. The mother of the two sisters married the father of one of the cousins. in the end "incest" might not be the accurate description but they are sort of related to each other by law.
