No city would want the reputation of being a drug producer, especially if it's a center of tourism and education.

Of course... Especially in China. In other countries, bad reputation seems to be just incidental or collateral damage of development, and ganglands in inner cities are only mildly deplored as if nothing could be done about it. In China, drug dealing may and most often does carry death penalty. Tourists should better not think they could get away with bringing or looking for some recreational pills or potions. Users like Kris Wu sit in jail until being deported to Canada, and recently, a binational drugs dealer head of a gang did get executed. But the likelihood to encounter crime in China is very much below that of doing so in most other countries. The dramas and movies focusing on crime in China are not there as idle entertainment to give noxious ideas but to warn that crime will always be punished and the law will be upheld.

Legal drugs manufacturing for pharmaceutical and medical reasons is not within the scope of suspicion and crime fighting enforcement. China does produce drugs including weird TCM ones, provided it is for legal purpose.
