Born in Selangor, Malaysia, Koe's education began at Jalan Davidson Chinese primary school and at Petaling Jaya Catholic High School. In 2016, Koe received a Bachelor of Laws degree from the University of Reading and advanced to the Bar Professional Training Course.
Koe officially entered the entertainment industry when she debuted as a child actress at the age of five. She worked as a fashion model and starred in numerous television commercials before appearing in television dramas and films. In 2021, Koe received the Best Newcomer award at Asia Content Awards 2021 for her role in the television drama "Titoudao".
