Liu De Kai is a Taiwanese actor, director, producer, script supervisor, and photojournalist, originally from Zhucheng, Shandong, China. He graduated from the World Journalism Institute.

Liu's father, Liu Fen, is a Taiwanese director and producer, and his older brother, Liu Te Yu, works in film cinematography.

Liu has been married three times. His first wife, Wang Ching Ping, whom he married in 1977, gave birth to two sons and one daughter. His second wife was Hsu Kuei Ying. In 1997, Liu married his third wife, French national An Chi, with whom he has one son. He was also previously romantically linked to Liu Hsueh Hua.
