The show doesn't exactly name the empress as Wu zetian but since the setting is vaguely Tang dynasty, it's probably a reference to her rein. It's really such a smart decision on the scriptwriter's part to make the ruler of the nation a woman because the female characters don't have to deal with patriarchal limitations (that would make the plot logic flawed) and women in general seem to have a lot of freedom in the KMS universe (they can even get appointed as court officials)!! It all makes sense bc the empress has set rules to make women's living conditions better!

Okay so I've started watching Kill my sins and I think it's exactly what you want!! It's probably the 1st time I'm watching a historical mystery/thriller cdrama led by a female protagonist who has a bunch of other ladies working with her and it's sooo cool and super intriguing π
