For the most part I agree with you. He did right thing with capturing and not killing that guy who kidnapped the girls and that county magistrate. My only problem/disappointment is that when he is fighting large groups who are hell bent on killing him and others including ordinary people, he is still not ready to kill.
Due to this villains are escaping and continuing the bad work without suffering much damage.
Even in our world, police is allowed to shoot if criminals have drawn the gun(here we can consider sword) and are ready to shoot.
He should atleast be ready to kill known criminals like people from evil sects otherwise what's the use of carrying sharp sword. Till now, I have watched till episode 14 only, so if there is any change in his actions then I am not aware that.
