just googled that age of consent in china is 14 without close in age clauses so, if both are 14 they are grand. under 18 is considered a minor but marriage age is 22 for men and 20 for women. so even the law acknowledges that girls mature earlier. so if it was a bl drama you were watching, yep, it might feel like a crime alright.
