When they go through certain things, they realise that chastity and reputation has no meaning, so why not weaponize it to your advantage. A pretty woman, is a man's greatest vice.

In short; an emperor's obligation is to his people and nation. The familial love and rationality you can't find in them is a sacrifice they're obligated to make.
