It's right that, Ming never said actually that he has agreed to be Joe's boyfriend but his actions are clearly saying otherwise. I think they agreed to only not interfere in each other's life, but otherwise its clear that they never settled on what was their relationship. When Ming agreed to move in with Joe, he agreed to the fact that he is willing to be wit Joe and using him as Tong's replacement. Since, Ming was very much aware that Joe liked him. And wants to be his boyfriend
