Yes, low rating can be a result of bad drama and also can be a result of people hating a popular drama just cause it's popular, plus popular actors has haters just like they have fans, who thinks them giving 1's to the drama is balancing out the 10's given by fans, you can call them immature but like me and many others would call them Haters. Nevertheless, it's best to not care about the rating of the airing drama as a lot of watchers don't rate before the drama is finished Airing.

It just different people with different opinion because they have different expectations and different likes, for example some people didn't like 5,6 ep most likely cause they might personally don't enjoy racing game but enjoyed 7,8 episode whereas some people didn't like 7,8 episode but enjoyed 5,6 so it will always be like that because people enjoy different things plus their are also negative people who just wanna spread hate.
