You need to see it from minister's POV to understand them. They lost the first war because Li Shuang let Ao Deng go. It's a capital crime to free the enemy, even after stabbing the grand general. Ao Deng was the one helped his country won that war.
The death of grand general was not Li Shuang fault, but they lost again because Li Shuang freed Ao Deng in the first place.
Su Mu Yang's plan is great, though. He knows Ao Deng loves Li Shuang and will do anything to get her body. He bets everything for the peace between two kingdoms.

I hate Su Mu Yang, but he made a wise decision in faking Li Shuang's death and luring Ao Deng to come. There was no peace between Taijin and Yao at that time. Yet.
If Ao Deng didn't show how powerful Yao general is Taijin's ministers will keep looking down at them and refuse to make peace. Peace is not free, my friend. It needs lots of casualties and sacrifices.
Taijin and Yao formed an alliance three months after Li Shuang wakes up. (Episode 38)
