No, he cannot affect major events and deaths, but he can change many things indirectly. Her death was set in stone, but it changed method, his father is still employed so he no longer needs to steal, therefore HW now doesn't have to quit school. The thing is, he cannot prevent deaths because it is obvious that most of the deaths are set in stone, in terms of their timeline. Also remember how they reacted when he called about CAL 828.

There are not time loop
It is a straight transmigration, no time paradox since the timeline was completely changed by his action. Remember his old father is not unemployed anymore, even though the mother died. I doubt they were doppelgÀngers. What I believed we saw was HW projecting his image of JDJ because there was actually blank in that space, as if JDJ was completely wiped out of the registry.
