He wasn't reacting hurt in that scene though. Are you sure we are watching the same scene? It was more like shocked that she burnt it... but there wasn't any hurt expression on his facial expression.
He was also already happy when he was preparing the wedding dowry for YH!!! 😍😍😍 And I love how he said with a smile that "She will like it"(referring to the dowry gifts he got for her)

Tian Yao asked her... "then, will you give me your heart again?"(which is referring to her love to him, like how she gave him his heart), it makes no sense why he would asked that if the thing she burn was their marriage contract since she burning it was a solid answer
I think it was the pact that Tian Yao wrote for YH for not seeing each other again was because of the clothing they wore at that time is the same as when they were doing that CP trial in episode 21....
Another reason why I think she burnt the pact made by TY about not seeing each other again is because she made TY wrote a pact cuz she can't see him anymore because she's afraid. That was the meaning of that pact because she can't see him anymore. When she's no longer afraid of him is when she felt that pact is no longer needed since she's no longer afraid of him.
That also gave TY hope and asked her "then will you give me your heart again?" She said "I already did" in reply when she walked off...
That's how I see it.... I guess we will have to see when that time comes... I will be so sad if it's their wedding pact that she burnt though....
