Mhm I understand what you are trying to say and I do agree with LXC turning a blind eye to what jiggy did but it really was not in his control at that time. As @hello mentioned, Jins were the one supplying funds to the Lan clan for rebuilding cloud recesses, so Lan clan essentially was in no position to raise doubts and concerns. Nobody in their right minds was happy with the situation but none of them were in any position to raise voices. You have to consider the political aspect of it. Yes, the lans are righteous and good, but will they speak up for the wen POWs, people from a clan who burned down their home? against a clan who is helping them in rebuilding that very home? I think not. Even if LXC was bothered by it, he would not have said anything publicly for the aforementioned reasons but he definitely would have addressed it privately with jiggy and, well, we all know how easily he can manipulate LXC. Now, the Jiangs, lol, yeah these are the people from the clan that KILLED their parents. JC isn't the most sympathetic person around and he is rebuilding their clan from ashes. I daresay that Jiang clan was the weakest of them all. What JC needed was allies and not to make enemies of the most powerful clan in the cultivation world by speaking up at that point. By extension, wwx would also not indulge in bringing attention to Jiang clan by verbally opposing the Jins but he was also the only man who would dare to take an action and he did, by freeing the wen POWs in one go.
By that point, everyone was on edge, unstable and freshly recovering from a major war. I also agree with @shortcircuit that it could be seen as the show trying to make a clear distinction between the villains (jins) and the hero (wwx). (Although, courtesy of censorship, wwx was a lot more tamed in cql compared to the novel so, really, he is not as blameless as cql made us believe xP)

From what I can tell, putting a show using wen remnants was not an act of cruelty in the Jin clan's eyes. It was a show of power and celebration. Remember, jgy was at a point where was trying his darned best to impress his father and displaying wen POWs like that was definitely something jgs would have approved of. It was also just another way to imply that Jin clan was no different than the wen clan and was well on its way to become the next wen clan. And the reason why wwx participated is for the exact opposite reason that you mentioned. It is because he did not want to harm any of the wen POWs that he participated. He could have very well sat back and not draw attention to himself as he was already on thin ice but then the "game" would have extended for long and wen POWs' safety would not have been ensured. WWX, at that point, could not have challenged JGY directly so he resorted to freeing the wen POWs in the guise of "showing off" his skills. I really don't think anyone was OOC in that scene. Quite the opposite.
