Actually, because Kim Hye Yoon is the actress, you see the inner turmoil . Just like we see Soo Ho's inner turmoil.
The reason Boon Ok's inner turmoil is not as obvious, is because she has no one to talk to, and the writer isn't sharing her inner thoughts with the audience the same way they are doing for Soo Ho.
But notice Kim Hye Yoon's acting, and you noticeably see the inner turmoil.

That's like saying Rotten Tomatoes is the best rating site, and if they say a movie is good, it's 100% true. Or that MDL ratings are accurate.

When she was about to out Cheong Ya, did she think of the ramifications?

But you will see people not only defend these characters, but praise them even.
These "Evil" actions are swept under the rug, forgotten as these characters are romanticized, given the possibility of redemption.
But for Boon Ok? Nope, let her die in hell, she deserves to be killed, and other malicious predicaments.
The audience never wanted to see her happy. As early as Ep. 2 people wanted to see her hang, and that "Book Ok Die" movement has been massive and overwhelming. Even her white actions have been seen as black.
I thought, with the writer trying to blur what is white and black, a character like Boon Ok would get some sort of reprieve. But it is because Soo Ho is not a grey character at all, that Boon Ok stands out.
I thought, with Nam Tae il and Chief An being shown as true antagonist that Boon Ok would be seen as grey. But nope, Boon Ok is still main antagonist, because she is stopping the main couples love.
Anyway, I still plan to write my thesis on this, I haven't' done all the research yet. I implore you to read my master thesis on Boon Ok, when I have finish it. It will be a long read, I hope you take the time.
If Soo Ho has actually done something like shot one of the hostage. The coffee would have fixed it all. That's the thing though, because actor/actress worship is so pervasive in Kdrama, people will defend their favorites/idols regardless if what they do is toxic or foul. I mean look at all Kdrama with toxic masculinity or malicious intent, people still love them. It's just how Kdrama is made and devoured that creates such an enigma.
