Because individuals like the 2nd brother, corrupt military officials from NoKo were brought down, but the fact that they really are the victims of being born in enemy nations, remains till the end. Despite changing careers, RJK is still a military-man from a country like NoKo, with a past that he cannot just shrug off, by simply taking off his uniform. And that, is the tragedy of the situation. The way I interpreted it is, both Xiao Qian and the actor's consciousness traveled into the dreamverse, Xiao Qian…
@Keshein....agreed absolutely!...because there is a scene where CQQ is talking to herself, boasting about how she had written a '3-page autobiography' on HS, yet the HS she sees in front of her, is nothing like what she wrote. That was my biggest hint! :D so. basically no. 'actor HS' and the CQQ's 'character HS' were two different people, with two different personalities, although in similar circumstances (where they were each supposed to conquer CQQ's kingdom, only the 'actor HS' isnt able to bring himself to do so-- he changed all the explosives with fireworks for CQQ afterall. In the original plot, the 'character HS' wouldn't have done it/ didn't do it for ChuChu... he still went ahead with the plan and bombed the city.)
