I saw ep 14 in bad subs. He is definitely one of the villains but from what I took from the conversation he had with Liu Yan. They both seems to be working under someone. I need to re watch that part again after good subs are uploaded.

If u have already read the novel then it is one thing but in most of the dramas the main bad guy is usually someone who is acting as a very good person in front of others. He is getting a good amount of screen time when his character does not have much to offer as of yet. So I personally think it is the writers way of saying - he was the bad guy all around.
