Well, that's because they infiltrated since decades ago and they seem to have the resources to black mail anyone they want as well. It didn't happen over night so of course it makes sense. It may look like the villains plans all go without a flaw now because the good guys don't even know they're being attacked or by who (they blame Hyun Woo), but they will start messing up at some point and then the wheel will turn.. 😉
