When he attacked them in episode 16, there were no hostages, and he had the advantage of surprise but here on the other hand there are 2 hostages (one of them he wasn't even aware of) they know he is coming, short on time as well, he has no idea what the situation is, he can't just go in guns blazing.

Fast forward to hàn seo shooting, that situation was way shorter than it seemed, its something I noticed when watching movies, before I used to wonder why people would stay and get hit by a bus they saw coming from a mile away, the idea is it all happened so fast but to give us a sense of perception, they slow it down.
