If those are indeed his exact words, then it's not all that ambiguous, I agree. I'm still not sure I'd equate it with a clear statement like "Yes, I am gay/bisexual/pansexual", but it's a lot less ambiguous than a general "love has no gender" which is basically just deflection -- it says nothing about your personal preferences, but still looks supportive of the LGBTQ+ community.
As for actors who have used those words, the only name I can give you is Jeff Satur, who said it in an online PsychoMilk BL actors meetup out of the Philippines, so they were speaking in English. But I've seen others say it too fairly recently (in English or subtitle translation), though I can't give you any names at this very moment, because I suck at names and who said what.

It may be an assumption people make, but dropping vague, ambiguous statements is NOT the same as coming out. I hear a lot of Thai (and Pinoy) BL actors say things like "love has no gender"; it's almost a BL catchphrase now, which has the benefit of supporting LGBT+ love while in fact being entirely non-committal. Nobody deserves to be publicly outed or forced to out themselves.

I was surprised to see dramas on the list that are not in fact BLs, like The Boy Next Door (which is a spoof with two straight boys) and The Untamed and Guardian (which are only BL if you squint very, very hard while wearing anti-chinese-censorship glasses and using our imagination, lol).
