I think Jin Mu and the shaman/queen don't use the stone on their servants for practical reasons. They could easily betray them if they're not afraid of running wild. We see Jin Mu doesn't even let their servants know for sure they're in possession of the ice stone. I think the ice stone can restore the energy the soul shifter may lose indefinitely. If our suspicions are correct, the shaman is a man in a woman's body, but since they have the ice stone they don't need to worry about running wild. I think the soul-shifting "rule" is just a precaution.
