In the drama, because the envoy works under the emperor, officials try to curry favor hoping that the envoy would put in a good word for them straight to the emperor's ears.

i highly suspect taxes have tiers. revenue tax split in two years may be higher than one high revenue tax in one year. of course, officials write it down to say it's done to improve quality and pushing dramas to have less filler episodes.

censors are not dumb but they are restricted to follow the rules by the letter. so it depends entirely on how the rule's guidelines were written and most likely there's something there that specifically mentions title which is why this production team did it this way.

it wouldn't be farfetched. given how it affected pre-orders for peony and tourism, there could be some additional pressure from officials from those provinces lol if s2 is released, they'd get a lot of tourists viewing peonies (probably other places would have peony viewing events as well).
