I have heard most of times its because of the outisde shoot so that voice is clear without any hinderance of the nearby factors like fans shouting and surrounding them during the shoot
and also other reason some chinese actors dont speak Mandarine with proper accent like they dont have that heavy tone in their speech which is required in most chinese dramas its just more preffered .But here as far as I know this the real actor voice just dubbed after the filiming so the dialouges are cleary audible.
