They say Ming sniffed out Joe in the new body but i say, Ming is interested in another man named Joe who feels familiar to Joe, and again, he might try to use him as a Stand-In. Did Ming really perceive Joe in the new body? No. So far, there is no indication that Ming is aware of Joe's death or if Ming even believes in reincarnation.
Abuse is a cycle and Joe is trapped in it. Ming should go to jail before seeking therapy. Joe should seek therapy and healing.
