This is too harsh on the FL. She has just regained all her memories and now know that TMS was the one thing that kept her company for millions of years so she would still have an attachment or bond to him - not necessarily romantic. That old companionship matters and this "newly-found" love of 10,000 years is just a drop in the bucket of time.
Of course, one of the main themes shown here is that having love is weightier and actually gives strength such that even fate and death can be challenged. She did that to the best of her abilities.
Additionally, Chaos Pearl is the embodiment of not just of maintaining order but of healing. As A Zhu and MXL, she has also learned about compassion so seeing a person hurt makes her feel sympathy. This is not just specific to TMS.

The thing is TMS, as an ancient artifact, is not under any obligation to approve all the Divine Clan's requests. If he were being impartial, I would say he just did it as a matter of course since he already knew about ZM rising as the Divine Child and the fall of the Divine clan, but the way he looked at ZM was full of malice. My interpretation of "the fall" is that the Divine Clan was supposed to be wiped out by ZM as punishment for all their corruption and evil deeds to return the natural order of things. ZM was supposed to be the new Heavenly and mortal emperor. However, because of TMS' selfish reasons, he agreed to the Divine Clan's request, trapped ZM in the lava, and changed history. In addition to that, he even faked ZM's memories. These are not the actions of an impartial celestial but a morally flawed one using destiny as an excuse and his power as the executioner.
