Correct me if I’m wrong but wasn’t the reason why Kyungmin’s mom did all of that for Younghee was so she could torment Younghee more? In a way, it was like she was burdening Younghee more for what happened to Kyungmin. It was as if she was trying to incorporate every aspect of Younghee’s life into Kyungmin’s suicide so she won’t be able to move on.

She paid for her surgery but proceeds to tell this to Younghee and her father as if to make them feel indebted to her/Kyungmin by saying that it was from from Kyungmin’s insurance. She explicitly shows this when she said that Younghee should be thankful. She also tries to give Younghee Kyungmin’s old clothes. I believe this was also the same case for the scholarship under Kyungmin’s name that she was trying to set up.

In my opinion, she was regretting her daughter’s death so much that she needed someone else to blame. She knew she was somehow at fault for being neglectful mother because of how busy she is with work. (And I’m not really sure about this but she was probably homophobic as well, it can be seen by how visibly bothered she was when the detectives showed her the last footage of Kyungmin when she was alive, and how she kept glaring at Younghee when she was first brought for interrogation afterwards.) Taking all these into consideration, she was probably blaming herself so much that her only way of coping was to this was to torment Younghee.
