I also feel the same way about her. Like after today's episodes its clear she is involved in the gold mining and the whole controversy surounding the Xue family, and she is also behind the Li family's behavior. Its 100 percent internal power struggle between brother and sister.

As far as i know she is the Emperor's sister. No official position held if im not mistaken. As to why he dares not touch her, we are still not shown but i feel like her connections and networking are deep rooted, that even the emperor aint sure who his own people are anymore.
