For an actor who participates on the show, this is a job, and just a new role he's taking on for a period of time. There are things that Hou Ming Hao would probably like to share with the audience but cannot talk about it, and things agreed with the producers that he needs to say on the show even if he doesn't want to.
I remember such a funny situation that happened at the airport in Beijing (July 2019), when Neo asked by fans about plans for his birthday party he first confirmed, and the moment later he hesitated and asked looking at his assistants: "huh? is this what I can't say?" In ep 9 when they meet in Tianjin Neo mentions the trip ("the last time we talked about it at the beach") so my guess is this was recorded right after Sanya, most probably on Jan 20 when the footage of them playing in Dream Town was revealed.
That means that their "voting" for HE or BE in ep 9 was also scripted for the show purposes, because the story ending not only had been decided by the time, but had already been filmed.
