It seemed like he was curious about her prior to the potion, so he might have already been developing feelings. She wasn't boring to him. Also, one of the things he told her was something like "didn't you want to go to a teahouse with me?" When she was running away from him one time. So, she definitely made an impression on him in that first meeting.
