I was pretty sure this was based on a manga when I was reading the description. Well I was right and I agree with you. I've read around only 10, a few more or less chapters, of the manga, a year or two years ago. The reasons you say are the reason why I dropped it. But yeah, morally, the work is disappointing. I've never read the manga since then, and I wish it won't end up as what most fear.
Not the first tax collector Jdrama I've seen. The first tax collector Jdrama I've seen was Tokkan, which is adapted from a manga as well but did not adapt the romance part. Hmmm, I wonder what's gonna happen here.
This is one of the KDramas with 16 episodes that I've completed in a while. I hardly finish KDramas with 16 episodes that have greatly up to an hour of duration each episode. The fact that it also had miniature acts made the drama less boring, it made it more engaging. I also liked the cast, the main leads aren't too pretty which is good. Most every romcom drama I see has too many pretty boys and pretty girls. I like Lee Jong Hyuk's face and I hoped to see him lead in more romantic dramas, but I think this is the only one I'm interested at. The others he starred him, either didn't have him as the main lead, as the antagonist, or as the losing guy. Some of his other dramas' plots are also not that interesting to me.
Anyway, the most important thing I said here is that this Kdrama is good. It won't bore you if you binge it since there are miniature arcs that would keep you engaged.
What I will say is just my opinion but the drama was ok.
I think the crew/staff were thinking of it following the romance way at first but then they stopped that on episode 3 and onwards. My favorite episode was ep 2 and favorite scene was the last scene on that episode.
I didn't get the part about her father's tax evasion though. "Stop acting like you're the victim" that and "Stop making excuses" this. Sometimes I get those, sometimes I don't. Why say this, I don't get it because I understand why he had to do such crime.
Imma compare this a lil bit to the manga adaptation which was josei and romance. I didn't read the whole manga but I looked at the preview of the 1st chapter. During the drama, I really hated how Suzumiya was acted. She was so timid yet she had guts but kept avoiding eye contact. In the manga, she wasn't that shy, she wasn't wearing glasses either. Additionally, how the character ran in the drama was so awkward.
The ending was ok, it was the typical way to end such other dramas like this. I just hope they added more romantic moments though.

The FL's antics and attitude was annoying during the first few episodes, I just added "logic" in my headcannon so I can easily understand why she's doing what she's doing and to not be annoyed by that much by her whining.
