Also if you notice the script.. huaian has been in chang'an for almost 7 years already since he enter chang'an. We see the seasons changed but the drama never explicitly tell us the timeline.. just han zi ling mentioned being a trash collector undercover for 7 years and guard Wang said he has been taken care of huaian for 3 to 5 years for minister Gao.

I think the process is long. With them reissue and re-edit to make the story smooth and not disrupted by the cuts. But the report just give the final result. So after cut and reedit, the number of end episodes are 28. I agree, must be political, sensitive issue also mixed with violence etc..

oh.. I never heard that. We knew that the script was leaks before airs but 82 chapters and 32 episodes might not be the same. Maybe like few chapters fit into 1 ep? Anyway, I'm just guessing since I never heard of it. Also, current rule of cdrama making 82 eps seems absolutely impossible.
