My theory: Probably because the other reincarnations didn't have Han Ri Ta's (Pyo Ye Jin) face. It's not shown he killed the other reincarnations. Probably he has waited till Han Ri Ta's reincarnation have the same look, which is the present Kang Young Hwa. He's been holding grudge against Han Ri Ta, so he thinks by killing her look-a-like reincarnation he can be in peace and move into the afterlife.
