Commercials. Usually public TV split the drama so they can air the commercials. SBS split the episode in 2 parts, MBC and KBS count it as 2 episodes. Cable TV just air the commercials randomly (TVN for example usually air them every 20 min but I don't live there also, I'm explaining this part based on the releases I watch)
