Just the fact that 2 of them are put in the same show as male protagonists and used to promote the show tells you that the PD team counts on their shippers. More than anything else.
And if you want to use certain group of fans, then you dont go against their initial feelings. By the pure logic, it makes people feel conflicted about the show.
I dont mind watching either of them in other projects, having other "love interests", its their job. But if you make people feel certain way when they see 2 people next to eachother, you go with that feeling. It would be much better if they made them as brothers or best friends pursuing other people. As long as happines of one doesnt mean saddness of the other.
That is the pure psychology one has to take into consideration when profiling movie or drama characters. Its just like when you do marketing for certain brands. You always need to consider the image and type of emotion one or combination of people make. :)

Nobody even bothers to check the facts, but if they dont like someone use it to say "i told you so", if they felt inferiors, finally can feel better about themselves and so on in circle.
