There are many countries with bullies problem around the world but it seems one of the main reason the Korea has main problem with bullies issues even when Korea is not a third world country is because these bullied problem kind of stemmed from cultural thing.
I'm an Asian and in my country we been educated since we were children the importance of respecting the elders or any peoples that older than you but not that severe until a person can take advantage of you or treat you like his/her servant just because you are younger than him/her.
Sometimes in Korean dramas, the senior or the boss can slap you in the workplace in front of many peoples. The senior also can instructed the junior like he/she is his/her servant. Like, wth?
It seems Korean culture take the senior junior relationship into another level. It's not like we can choose what year we will born LOL

They should take drama like Mr Queen as an example, they paired an actress that well known for her great acting skill in her previous drama like Shin Hye Sun with a talented actor like Kim Jung Hyun as the main male lead even when he just become well known because of his memorable character as the second male lead in drama Crash Landing On You after his hiatus since his drama Time.
I like Kim Jung Hyun since School 2017 but many people just know him from Crash Landing On You as Gu Seung Jun. Although he is still not well known yet like Kim Soo Hyun, Song Jong Ki, Hyun Bin, Gong Yoo, Lee Min Ho or Lee Jun Ki, they casted him as main male lead in drama Mr Queen beside Shin Hye Sun because of his acting skill.
Despite some plot hole in Mr Queen, one of the main reason Mr Queen become hit was because of the combination of Shin Hye Sun and Kim Jung Hyun great performances.
What I means to say is even if drama Moon Where The River Rises may get only average rating after it continue airing, it may get positive feedback if they cast an actor with good acting skill rather than just popular actor or actor that has handsome face as a replacement.
Since he is already an established actor with versatile acting skill that just had a high rating drama under his belt, it is more reasonable that he won't take a role in a drama like this that focus more to main female lead and tainted by a scandal of previous main actor.
He is an established actor so I don't think he would like to act in this drama. Furthermore, Lee Jun Ki is already 38 years old and in this drama On Dal character is depicted as a very young man that experience first love with Pyeong Gang.
They have to search for actor that about 30 years old or below.
How about cast Hwang In Yeop as the replacement? I like him in drama True Beauty with Moon Ga Young. Or Lee Jae Wook? Both actors just debuted in 2018 but I can see their talent. They have to find new actor because I believe established actors don't want to act in this drama : -(
I really pity the casts and staffs because they work hard for months to filming this drama until episode 18 and since this is a historical drama it is harder to filming than the usual modern drama. I wonder what happen if they already filming until episode 20? T_T
