King liang is the kings younger brother, everyone is used to his behaviour by now and there is nothing they can do so they just move on.
Why should Fu Tao feel sorry for killing the dude that took part in his mothers death? He is a soldier and kills people for a living, so why would he be sad over some asshole's death?
SCM is angry because he believes that FR is "playing him". Remember he doesnt know how she returned to the palace but thinks that the moment Prince Zhao was in town, she went to him so that she could return to the palace. So when he wanted to go find her after their conversation and he saw prince zhao, he was further angry. Remember that prince zhao is aware of this misunderstanding and is exploiting it.

What i want though is more SCM. Dude seems to be largely absent nowadays. Now we are all focused on the imbecile crown prince
