Yes the FL had a serious deep crush on the 2nd ML. Anyone that has ever had a crush like that knows that it's not something you just get over. You can't even see anyone else besides your crush when you are in that state. It takes time and distance for you to fully recover even after you are rejected or to shy to even to act on it in the first place.
Finally, this was totally unnecessary to the romance stories. The 2nd ML and 2 FL already had a push pull going on that was more than enough for the writers to explore. So everyone could see that it was going nowhere with the FL.
