They created 10th dragon baby (egg) before sealing Jiu YIng. Because the 8 brothers became mountains, and Chi Wen would have to use his real body to seal Jiu Ying's body. So before they did this, they had to make the baby dragon, and prepare Ji Ling as Fake Chiwen, and make a plan for the future. The power of the 4 demons were done before they sesaled Jiu Ying. They didn't make 10th dragon to kill dragon, that just happens to be the only way to kill a dragon. They made him so that after Fake Chiwen is done (theres a mission here, we think he's gonna die), then WSG can take over as a real Dragon Deity and protect the world.

TJR: Actually since its shown in the reuters already, the scene in the rain when Lu Wuyi runs back to save me during the "reversing time" part later in the story. I have a deep impression because it was very heartbreaking.
