The drama is being subbed by Viki volunteers. They seem to be skipping around. It could be the subbers are waiting for the segmenters to finish their job. People usually are not aware the segmenters ( a different team) can hold up the subbers from starting or finishing. Anyway, after the drama is fully subbed the editors make sure all the typos and errors are fixed.
Illegally run sites often upload them prematurely from Viki. Even if a drama says it is 100% it may not have been edited.
