I think it fell through because they went to represent their theme of "illusion of normalcy" and made the girl as main antagonist whereas the real 'qualified' bomber (the son of terrorist) was sidelined.
If he was made the main 'ringmaster' (and girl being just 'helper' to kill her dad), imagine him telling them to kill the girl to defuse the bomb, it would been more impactful.

Second half was a bit disappointing, particularly speaking, the antagonist set-up and execution.
The train situation was thrilling throughout the movie, beautifully executed.
