Without fairness and justice, it's tyranny and dictatorship. If it's fairness and justice, and if the situation warrants, then its is a good judgment and that's what a good ruler needs. If not, he isn't suited to be an emperor. And also, a new emperor can clean his court as he sees fit. They were judged by their ruling and care for the people, not for the court.
