According to what I've read from other people's comments. Zisheng's punishment is a ruse by the emperor to make SS realize how much she cares for LBY. It also has to do with his revenge against NN's bullies.
He says that to her to make her feel guilty, I guess so she begins to trust zisheng more.
I'm not so sure but I think the fifth princess gets punished because of some shady dealings outside the palace, which LBY exposes. I'm not certain how accurate all this is
