I'm not sure how good of an emperor the crown prince would make but from what I've seen, he seems timid. He can't replace incompetent officials around him just because they are his wife's family. So I can understand why LBY might not side with him. But considering the fact that the third prince's uncle caused LBY's uncle to die. I don't think he'd be happy to help the third prince either.
