To avoid raising suspicion, he pretended to believe that he was the real Dong-jin while secretly investigating him. I also thought he was there to investigate Dong-hwa because, in an earlier episode, we saw Seo I-do being sent to kill him. That made me think Dong-hwa was involved in some kind of political scheme or larger conspiracy as well.
