The country where the series was produced. I'm aware that there is much borrowing between story-lines between countries. In the two cases that you mention, the historical characters were actual persons. Whether or not they are borrowed from a novel, the setting / events / persons adapted are historical for the country/time in which the drama takes places. I hope this helps to clear up the matter :)

Re: Production quality. Agreed. The color palette of the series is quite distinctive (grey/blue/black; grey/brown/black) and gives the series its emotional undertone, IMO. The focus is on the actions and the words and the seriousness of the situation, so I was happy to see that the setting and clothing reflected that.
